Refuses to deliver goods he sold me.

He sold me a rifle he was to make. On 8 november he called and had all parts and had me send the final payment he said it would be done in 3 or 4 days. It is now 5 months later he refuses to send or return money. Note he cashed the check into his bank the week of 12 november.
